There are hundreds of men and women who serve in state and local government in Maryland. They deal with everything from approving basic permits to issuing sweeping executive orders.

These are the 40 whom we believe are the most powerful in the state.

Some of them you undoubtedly know. It’s hardly a surprise to find our governor and top legislative leaders here. Or the county executives and mayors of our largest jurisdictions.

But some on our list labor somewhat in obscurity – or at least behind the scenes. Also included are the most accomplished practitioners of advocacy, usually referred to as lobbyists. They hold no office, but they often shape the legislation that becomes – or fails to become – law and the rules that are made to execute those laws.

This group was chosen by our editorial team. We reached out to readers and others for suggestions and perspective.

In these pages, we explore how these men and women view the challenges facing state and local government. We hear about their proudest achievements and we also get a glimpse into the kind of people they are and what makes them tick.

This is the first in a series of Power Lists throughout 2022 that will showcase the most powerful figures in law, higher education, banking and other fields.
